When trying to rid society of various vices or dangers, who should we hold responsilble, the consumer, the supplier or the producer?

Let's look at the arguments:

Consumer:

• They are easy to prosecute
• If there are no consumers, the producers will go away.
• There are too many of them to get them all.

Supplier:

• There are fewer suppliers than consumers.
• Without distribution, the producers cannot get their product to market.
• It is not really the supplier's fault, they simply allow people to get what they want.

Producer:

• They are easy to find.
• Without producers the consumers simply will have to do without.
• Major corporations have major lawyers who provide major protection.

So who should we target?
